ملخص محضر اللقاء يوم الأثنين 6 نوفمبر 2006 –طرابلس -ليبيا
الحضور د. محمدراشد – امين اللدجنة الشعبية العامة للصحة –بليبيا الأستاذ. محمد الشكرى –نائب محافظ مصرف ليبيا المركزى – ليبيا د.ناجى بركات- اخصائى ومستشار فى امراض المخ والأعصاب /أطفال –عضو ومؤسس جمعية الأطباء الليبية-بريطانيا المكان : مستشفى الخضراء –طرابلس – ليبيا
د.محمد راشد طرح اربعة مقترحات ردا على سؤال د.ناجى بركات عن ما ذا تستطيع اللجنة الشعبية العامة للصحة تقديمه للأطباء الليبيين ى بالخارج وهى (1) كل من يرغب فى العودة سوف يعين وتمنح له وطيفة كل حسب تخصصه وخبرته وهذا مضمون ودون شروط او تأخير (2) يمكن لمجموعة من الأطباء والراغبين فى تقديم خدمات لليبيين بتاسيس مستشفى او عيادة متخصصة، فأن اللجنة الشعبية العامة للصحة ستوفر المكان ( مثلا مستشفى ابن النفيس او العيادات المجمعة فى طرابلس وكذلك مناطق اخرى بليبيا) وستوفر الدعم المالى لتمويل المشروع وفق دراسات تضمن النجاح وتوفير خدمات لليبيين. وهنا اكد الأستاذ محمد الشكرى بأن مصرف ليبيا المركزى مستعد للمساعدة ويضمن توفير التمويل الخاص لهذا المشروع اذا توفرت الشروط القانونية وضمانات بنجاح هذا المشروع (3) كما اكد امين اللجنة الشعبية للصحة بأنه فى حالة عدم وجود مبنى يمكن استخدامه لبداء مستشفى او عيادة تخصصية من قبل مجموعة اطباء ليبيين يرغبون فى العودة الى ليبيا والأستقرار بها فأن اللجنة الشعبية للصحة ستساعد فى توفير ارض سؤ بطرابلس او اى منطقة بليبيا وذلك لغرض بناء مستشفى او عيادة تخصصية من قبل مجموعة اطباء. واكد الأستاذ محمد الشكرى بأن مصرف ليبيا المركزى مستعد للمساعدة ويضمن توفير التمويل الخاص وتوفير الدعم المالى لهذا المشروع وفق الشروط واللوئح القانونية المعمول بها داخل ليبيا. ستكون جميع المعدات الموردة والمستخدمة فى هذا المشروع معفية من الجمرك وكذلك لا توجد فائدة على القرض خلال الخمس سنوات الأولى من المشروع
(4) المقترح الرابع هو تؤمت مستشفيات ليبيا ببعض المستشفيات بالخارج وقد تم بالفعل تؤمت مستشفى الخضراء مع مستشفى قايس
بلندن . ومحاولة تؤمت مركز طرابلس الطبى باحدى المستشفيات بأمريكا وابو سليم بأحدى المستشفيات بكندا. عند التؤمه، سيقوم الأخصائين بالمستشفى من الخارج بزيارة المستشفى المناضر بليبيا ويفحصون الحالات المستعصية واذا لم يتمكنوا من علاجها بهذا المستشفى سيصحبون المريض معهم لعلاجه بالخارج ويتم دفع مصاريف العلاج من قبل اللجنة الشعبية العامة للصحة . هذا مفتوح لجميع المستشفيات بليبيا ويمكن بداء العمل به فى اى وقت
كما نوقشت الية تفعيل برامج دورات تدربية للأطباء والممرضين والمهن المساعدة وهنا ابدى د. محمد راشد استعداده للمساعدة فى هذا وعلى من يرغب فى عمل هذه الدورات التنسيق مع المستشفى والذى يرغب فى التعاون من داخل ليبيا ثم تقدم كل الأطروحات للجنة الشعبية العامة للصحة او اى جهة تعليمية تختص بالتعليم الطبى او التمريض او التدريب
ثم شكر د.ناجى بركات الدكتور محمد راشد والأستاذ محمد الشكرى عن هذه التويضحات والمقترحات وحرصهم على تنفيدها. كما اكد بأنه سينقلها الى كل الزملاء بالخارج وهو بدوره سيعمل على دراستها ومنقاشتها مع زملائه بالخارج.

Meeting on Monday 6th November 2006- Tripoli-Libya
Date: 6th November 2006 Place: AlKadra Hospital
Attendance: Dr Mohammed Rashed, Minister of Health – Libya Mr Mohammed Shukri – Deputy of Central Bank – Libya Dr Nagi Barakat – Member and founder of Libyan Doctors Society, Consultant Paediatric Neurologist – UK
Dr Rashed suggested four points that he would like all Libyan physicians abroad to know in response to DR N Barakat question "what minister of health can offer for Libyan doctors abroad?" and these are the four offers: (1) Any physician can return to Libya and will be guarantee place of work where every he/she would like to work (If places are available on the first choice) (2) Any group of physicians would like to return to Libya and want to start a new clinics or /and Hospital, there will be places vacant in Tripoli or any other part of Libya (e.g. polyclinic, Ibn-nafees Hospital in Tripoli) will be allocated to these group and financial support will be guarantee by the central bank or other banks as long as there is a clear business plan and good visibility study. (3) The third option is to build new hospital as either a foreign investment or group investment or local investment. The ministry of health will help to secure the land and the central bank and other banks will secure the finance if no foreign investors or no local investors as long as there are clear business plan and visibility study. This can be built any where in Libya and all equipments will be exempt from tax and the first five years will be no interest on the loan – central will support this and will help in getting finance (4)
The fourth suggestion is to twin two hospitals, one from Libya any where with your hospital of choice in Europe or America. If this happen, then any patients will not be possible treated at local hospital in Libya will be sent to this twin hospital anywhere to receive his or her treatment. Money will be available for this treatment even before the patient leave Libya.
Mr Mohammed Shukri, deputy of central Bank assured me that financial support will be guarantee as long as there is a clear business plan and with the law of Libya and offer places of work for Libyan.
Dr N Barakat welcomed these offers and thanks both Dr Mohamed Rashed and Mr Mohammed Shukri for their genuine offers and promise to spread this message to all colleagues outside Libya.
I hope these offer will get the attention of all colleagues.

2- New proposal from Libyan minister of health will be shortly put on this site. It is important for all Libyan doctors abroad to read and send there comments directly to Minister of Health.
3- The Overseas training scheme is back and all Royal Colleges in UK will participate in this program
4- Two courses will be held in Libya ( Training the trainers and how to be examiner), Organized by Academic Center of Medical Education in UK and the sponsor from Libya is Libyan Board Of medical Specialties ( 8-12/12/2006 in Benghazi and Tripoli respectively)
5- The fifth Paediatric conference held in Libya between 3-6/11/2006. It was attended by more than 300 Paediatrician from allover Libya. It was very good in it is scientific papers but organization for the lectures was not brilliant. there is delay all the time and attendance till mid-morning was not good. It is successful event and excellent lectures and speakers.
